A leading cardiac surgeon at Montreal’s Jewish General Hospital has resigned and plans to relocate to Atlanta this fall, with people close to him citing growing antisemitism in Montreal and concerns about Quebec’s healthcare system, according to a report in the Montreal Gazette.

Dr. Emmanuel Moss, who has worked at the Jewish General Hospital for the past 10 years, is the second prominent figure reported to have left Montreal over concerns related to antisemitism.

Concordia University professor Gad Saad has also left the city for the US.

Moss declined to be interviewed and did not publicly explain his decision to leave.

However, sources close to the surgeon told the Montreal Gazette that he and his family had become increasingly discouraged by what they viewed as rising antisemitism in Montreal and by what they considered an inadequate response by authorities to incidents targeting Jews.

According to those sources, concerns included acts of vandalism, harassment and physical violence directed at members of the Jewish community.

Sources also said Moss was particularly disturbed by video footage showing anti-Israel demonstrators staging the mock hanging of an effigy of a man wearing a kippah.

The figure was said to represent Israeli National Security Minister Itamar Ben-Gvir.

In addition to concerns about antisemitism, Moss was reportedly frustrated by challenges within Quebec’s healthcare system.

According to the report, he had expressed concern about limited resources available to patients requiring urgent cardiac procedures.

Sources said he was especially troubled by a shortage of perfusionists at the Jewish General Hospital.

The report said Moss warned that a lack of technicians qualified to operate heart-lung machines could place the hospital’s cardiac surgery program at risk.

At the same time, a source familiar with the situation indicated that healthcare concerns alone did not explain the decision.

“The health system issues that may have played a role in Manny Moss deciding to leave, they didn’t just arise last week or last month or last year,” the source said.

The Montreal Gazette reported that Moss is expected to move to Atlanta later this year following his resignation from the hospital.
