Qatar, Egypt, and Turkey are urging Hamas to accept US President Donald Trump’s proposed ceasefire and hostage release plan, even as reports indicate the group’s leaders inside Gaza remain resistant to the terms.
Trump has insisted Hamas has only “three or four days” to respond, warning it would “pay in hell” if it refused. He said the proposal carried wide international backing, not only from Arab and Muslim countries and the Palestinian Authority but also from Russia and the Vatican. Anti-Israel groups in the United States rejected it.
Mediation efforts have continued in Doha, where Qatari Prime Minister Mohammed bin Abdulrahman al-Thani and Egyptian intelligence chief Hassan Rashad met with Hamas leaders on Monday.
Turkish intelligence chief Ibrahim Kalin joined the talks the next day. According to sources cited by Axios, al-Thani told Hamas that no better offer could be secured and urged them to trust Trump’s commitment to end the war.
The initiative, announced Monday at the White House alongside Prime Minister Benjamin Netanyahu, calls for Hamas to release all 48 remaining hostages within 72 hours.
In exchange, Israel would free 250 prisoners serving life sentences, 1,700 Gazans detained since October 7—including women and children—and return 15 bodies of deceased Gazans for each Israeli hostage body.
The plan also requires Gaza’s disarmament, a staged Israeli withdrawal, unrestricted humanitarian aid, and the creation of an international transitional authority without Hamas or the Palestinian Authority.
Hamas has said it will review the plan “responsibly,” echoing earlier statements from Qatar. But divisions inside the group remain.
The BBC quoted a senior Hamas official calling the proposal unjust, saying it “serves Israel’s interests” and “ignores those of the Palestinian people.”
Hamas also opposes the proposed international stabilization force, describing it as another form of occupation.
Reports suggest the Gaza-based leadership, including commander Izz al-Din Haddad, is determined to continue fighting, while officials outside Gaza have been sidelined in negotiations since they lack control over the hostages.
