The U.S. House of Representatives voted unanimously Monday to approve legislation barring anyone connected to Hamas’ October 7, 2023 massacre from entering or immigrating to the United States.

The move marks a rare moment of bipartisan unity on an issue related to Israel, an area that often reveals deep partisan divides, particularly within the Democratic Party.

The Republican-led bill, titled the “No Immigration Benefits for Hamas Terrorists Act of 2025,” was introduced by Rep. Tom McClintock of California.

Speaking to Fox News Digital, McClintock said, “There are still some things we can come together on in this body, and one of them is opposition to Hamas and the terrorism they unleashed on civilians in Israel more than two years ago.” He added, “What this does is place them in the same category as Nazi collaborators in the Holocaust, which are also referenced in the Immigration and Nationality Act.”

The legislation also updates the Immigration and Nationality Act to explicitly list Hamas and Palestinian Islamic Jihad as terrorist organizations whose members and supporters are barred from entering the United States.

Lawmakers advanced the measure amid renewed scrutiny following a case uncovered earlier this year in Louisiana, where authorities arrested Mahmoud Amin Yaquob al-Muhtadi, a Gaza resident suspected of involvement in the October 7 attack.

With the House vote complete, the bill now moves to the U.S. Senate. A bipartisan version has already been introduced there by Republican Sen. Marsha Blackburn and Democratic Sen. Jacky Rosen.

McClintock noted that a similar effort passed the House in the previous congressional term but stalled without action in the Senate. “The repeated actions of the House in passing this bill will hopefully prompt the Senate to adopt it this year and send it to the president,” he said.

By advancing this legislation, Congress is signaling that those who take part in terrorism against Israel will face clear consequences and will not find refuge in the United States.
