Naim added that Hamas retains its “right to resist,” but said the group is prepared to lay down its arms as part of a process aimed at leading to the establishment of a Palestinian state.

A senior Hamas figure abroad said the terror group is willing to discuss various arrangements for its weapons as part of the evolving ceasefire framework with Israel. Bassem Naim, a member of Hamas’ political bureau, told The Associated Press that the current pause in fighting must be treated strategically. “This time has to be used seriously and in a comprehensive way,” he said, adding that Hamas is “very open minded” about what to do with its weapons.

“We can talk about freezing or storing or laying down, with the Palestinian guarantees, not to use it at all during this ceasefire time or truce,” he said. Naim added that Hamas retains its “right to resist,” but said the group is prepared to lay down its arms as part of a process aimed at leading to the establishment of a Palestinian state.

Naim’s remarks come as both sides prepare to move into the second and more complicated stage of the agreement under negotiation.

Earlier today, Prime Minister Benjamin Netanyahu said Israel is nearing the end of the first phase of its Gaza campaign while speaking alongside German Chancellor Friedrich Merz. “The first stage of the Gaza agreement is almost finished. We hope soon to move to the second stage, which is more difficult,” Netanyahu said. He also emphasized ongoing coordination with Washington. “I will speak with President Trump about the next stage in Gaza at my meeting with him at the end of the month,” he stated.

President Trump has likewise indicated that progress is underway. When asked about the timing of phase two, he said, “Phase Two is moving along. It is going to happen pretty soon.”

The comments from Netanyahu, Trump and senior Hamas officials highlight a pivotal moment, with discussions now shifting toward Hamas’ future military capabilities and Israel’s requirements for long-term security in Gaza.
