Rabin Medical Center in Petah Tikvah will soon expand its cardiology and neurology services thanks to a landmark $180 million donation from Shmuel and Anat Harlap, the largest single gift ever made to an Israeli hospital and likely the largest philanthropic contribution from Israeli donors to date.

The hospital, also known as Beilinson, announced Wednesday that the donation will finance the construction of “Hope Tower,” a state-of-the-art facility expected to double the medical center’s capacity in these fields.

The project is already underway and is slated to open in 2027.

At the signing ceremony, Shmuel Harlap said the name reflects the vision behind the gift.

“We are calling it ‘Hope Tower’ because it needs to be a lighthouse of hope, to radiate hope, to give people hope,” he explained. “It will show that all the components of Israeli society — Jews, Muslims, Christians, Haredim, secular people, Circassians — can stay here and be healed here. We hope the tower will symbolize the future of the State of Israel.”

Harlap, who holds a doctorate in Platonic philosophy, is the controlling shareholder of Colmobil, Israel’s largest car importer.

Following the October 7 terror attacks, he donated 120 vehicles to affected kibbutzim. He was also a major investor in Mobileye, the autonomous driving company acquired by Intel for $15.3 billion, a deal that reportedly brought him a $1 billion return.

Hospital officials hailed the donation as transformative.

“This is a historic moment in which Anat and Dr. Shmuel Harlap have changed the Israeli philanthropic field and set a new standard for dedication to society and public health,” Pinchas Cohen, chairman of Friends of Rabin Medical Center, told eJewish Philanthropy. He added that the gift represents “a symbol of mutual responsibility, of exemplary citizenship, of humanity and of belief in the power of hope.”

Once completed, Hope Tower will stand as the largest cardiological and neurological center in the Middle East, advancing Israel’s medical capabilities while serving as a national symbol of resilience and unity.
