Israel and the United States have begun formal negotiations on a new long-term defense partnership framework that will replace the current Memorandum of Understanding (MOU) governing American military assistance to Israel, which is set to expire in 2028.
The talks mark the opening of a new chapter in strategic cooperation between the two allies and are expected to shape the future of military, technological, and security coordination for years to come.
According to Israel’s Defense Ministry, Prime Minister Benjamin Netanyahu and Defense Minister Israel Katz have appointed Defense Ministry Director General Maj. Gen. (res.) Amir Baram to lead the Israeli negotiating team. He will work in full coordination with Israeli Ambassador to the United States Yechiel Leiter.
The American delegation is being led by State Department Counselor Dan Holler and U.S. Ambassador to Israel Mike Huckabee.
The two sides held an official kickoff meeting this week, launching what is expected to be an intensive series of discussions in both Israel and the United States over the coming weeks.
While officials have not disclosed specific details of the proposed framework, the negotiations are intended to replace the current ten-year MOU, which has served as the foundation of U.S. military assistance to Israel and has been a cornerstone of the strategic relationship between the two countries.
According to the Defense Ministry, the emerging agreement is designed to strengthen the IDF’s military superiority through expanded joint investment in research and development, increased co-production of advanced defense systems, and deeper strategic integration between the two countries.
Israeli officials said the framework reflects the strategic vision of Netanyahu and Katz and seeks to build on the unprecedented level of military cooperation demonstrated during Operation Roaring Lion. The goal, officials said, is to gradually transition the relationship from one centered primarily on American assistance to a more comprehensive and reciprocal strategic partnership.
The discussions come at a time of heightened regional tensions and expanding military cooperation between Jerusalem and Washington, including joint efforts to counter Iran and its regional proxies.
Israeli officials described the talks as the beginning of a new phase in the defense relationship between the two countries, aimed at ensuring Israel maintains its qualitative military edge while strengthening the long-term security partnership between the United States and Israel in the face of evolving regional threats.
