A covert Iranian terror network spanning multiple countries has been uncovered, with operatives plotting attacks on Israeli officials, Jewish institutions, and critical infrastructure, according to a joint statement released Monday by Israel’s Mossad, Shin Bet, and the IDF.
According to the statement, the network was uncovered following the recent dismantling of a terror cell in Azerbaijan that had been planning attacks against a major strategic asset, the Baku-Tbilisi-Ceyhan (BTC) oil pipeline, which runs through Georgia and Turkey, as well as several Jewish and Israeli-linked sites in the country.
The targets included the Israeli embassy in Baku, a local synagogue, and prominent figures in the Jewish community. Azerbaijani authorities arrested members of the operational cell, leading to further intelligence breakthroughs.
The investigation uncovered a broader covert terror apparatus established by Iran’s Islamic Revolutionary Guard Corps, along with its command structure and methods of operation.
At the head of the network was Rahman Moghaddam, who also served as chief of the IRGC’s Special Operations Unit 4000. Israeli officials said the network operated under the direction and with the knowledge of Majid Khademi, head of the IRGC intelligence organization, who was killed during recent operations in Iran.
Operating under Moghaddam was a Syrian-based operative identified as Mohsen Souri, described as a key coordinator in the network’s activities. Additional IRGC operatives were active across multiple regions, including Europe, the Middle East, and Azerbaijan.
Among them was Mehdi Yakhah-Dehghan, known as “the Doctor,” who led the terror efforts in Azerbaijan. Intelligence officials said Dehghan had previously been involved in attempts to smuggle explosive drones from Iran into Turkey and onward to Cyprus, while also gathering intelligence on the U.S. Air Force’s Incirlik base in Adana.
The case underscores the reach of Iran’s global terror network, while highlighting the depth of Israeli intelligence capabilities in exposing and disrupting threats far beyond its borders.
