\u201cNi el Este ni el Oeste\u201d, reza un eslogan del que se han enorgullecido los mul\u00e1s que gobiernan en Ir\u00e1n desde que llegaron al poder, en 1979. El r\u00e9gimen iran\u00ed se ufana de su independencia de las potencias orientales y occidentales. Sin embargo, un nuevo acuerdo secreto con China parece dar a Pek\u00edn un control significativo sobre el pa\u00eds de los persas.<\/em><\/strong><\/p>\n

El acuerdo secreto, de 25 a\u00f1os de duraci\u00f3n, m\u00e1s bien parece un tratado colonial y garantiza a China derechos importantes sobre los recursos iran\u00edes. La informaci\u00f3n filtrada revela que uno de los t\u00e9rminos estipula que China invertir\u00e1 cerca de 400.000 millones en las industrias petrolera, gas\u00edstica y petroqu\u00edmica de Ir\u00e1n; a cambio, el gigante asi\u00e1tico tendr\u00e1 prioridad en cualquier nuevo proyecto acometido en Ir\u00e1n relacionado con esos sectores. Asimismo, China obtendr\u00e1 un descuento del 12% y podr\u00e1 diferir pagos hasta dos a\u00f1os (y efectuarlos en la moneda que desee). Se estima que, en total, China conseguir\u00e1 de Ir\u00e1n descuentos de aproximadamente el 32%.<\/p>\n

El acuerdo tambi\u00e9n tiene una dimensi\u00f3n militar. As\u00ed, China desplegar\u00e1 5.000 hombres de sus fuerzas de seguridad en Ir\u00e1n.<\/p>\n

Se trata de unas concesiones nunca vistas en la Rep\u00fablica Isl\u00e1mica. El claro beneficiario es China: su inversi\u00f3n de 400.000 millones, una peque\u00f1a cantidad para la segunda econom\u00eda del mundo, se repartir\u00e1 en 25 a\u00f1os. Adem\u00e1s, tendr\u00e1 completa autoridad sobre islas iran\u00edes, tendr\u00e1 acceso al petr\u00f3leo iran\u00ed con grandes descuentos y aumentar\u00e1 su influencia y presencia en pr\u00e1cticamente cualquier sector industrial iran\u00ed, incluido el de las telecomunicaciones, el energ\u00e9tico, el portuario, el ferroviario y el bancario.<\/p>\n

China, hay que recordar, es el mayor importador de petr\u00f3leo.<\/p>\n

Incluso pol\u00edticos y medios estatales iran\u00edes han empezado a criticar el acuerdo. El diario Arman-e Meli public\u00f3 un titular sorprendentemente cr\u00edtico con el Gobierno: \u201cIr\u00e1n no es Kenia ni Sri Lanka [para ser colonizado por China]\u201d.<\/p>\n

En un discurso que pronunci\u00f3 ante diplom\u00e1ticos y hombres de negocios en una reuni\u00f3n de la Comisi\u00f3n Econ\u00f3mica de la ONU para \u00c1frica celebrada en febrero en la capital de Etiop\u00eda, Ad\u00eds Abeba, el secretario norteamericano de Estado, Mike Pompeo, previno contra \u201clos reg\u00edmenes autoritarios y sus promesas vac\u00edas\u201d, que \u201calimentan la corrupci\u00f3n y la dependencia\u201d. Por su parte, el periodista iran\u00ed Shirzad Abdolahi, en un art\u00edculo publicado en el diario Hamdeli y titulado \u201c\u00bfSe convertir\u00e1 Ir\u00e1n en una colonia china?\u201d, advert\u00eda a los l\u00edderes de su pa\u00eds:<\/p>\n

Las sonrisas de los chinos y los rusos son tan da\u00f1inas y destructivas para Ir\u00e1n como el ce\u00f1o fruncido de Trump. Los americanos exponen abiertamente sus posiciones, pero los rusos y los chinos persiguen sus propios intereses aunque los envuelvan con cumplidos diplom\u00e1ticos. China, Rusia, EEUU, Europa y todos los dem\u00e1s pa\u00edses buscan sus propios intereses nacionales en lo relacionado con Ir\u00e1n, y las relaciones rom\u00e1nticas u hostiles con Ir\u00e1n carecen de importancia.<\/p>\n

Mahmud Ahmadi Bighash, parlamentario iran\u00ed de la l\u00ednea dura, dijo en un canal estatal de TV que pensaba que en el acuerdo propuesto se contempla la \u201ctransferencia a China de una autoridad completa sobre islas iran\u00edes\u201d.<\/p>\n

Incluso el expresidente iran\u00ed Mahmud Ahmadineyad ha abundado en los peligros del acuerdo:<\/p>\n

No es v\u00e1lido forjar un acuerdo secreto con actores for\u00e1neos sin tener en cuenta la voluntad de la naci\u00f3n iran\u00ed y yendo en contra de los intereses del pa\u00eds, y la naci\u00f3n iran\u00ed no lo reconocer\u00e1.<\/p>\n

Ahmadineyad les dijo a los mul\u00e1s gobernantes:<\/p>\n

\u00bfNo sois due\u00f1os del pa\u00eds, pero lo subast\u00e1is sin el conocimiento del pueblo? Hicimos una revoluci\u00f3n para que ning\u00fan asunto quedara vedado a la naci\u00f3n y nadie se considerara due\u00f1o de ella.<\/p>\n

La indignada reacci\u00f3n al acuerdo est\u00e1 teniendo eco en todo Ir\u00e1n. Algunos iran\u00edes lo est\u00e1n comparando con los tratados coloniales previos a la revoluci\u00f3n isl\u00e1mica. En 1872, por ejemplo, el sah Nasir al Din dio al bar\u00f3n Julius de Reuter, banquero brit\u00e1nico, un significativo control sobre caminos, factor\u00edas, molinos, el tel\u00e9grafo y la extracci\u00f3n de recursos iran\u00edes durante 20 a\u00f1os, a cambio de una parte de los ingresos. La de Reuter fue de tal envergadura que incluso notorios imperialistas como Lord Curzon dijeron que se trataba de \u201cla m\u00e1s completa concesi\u00f3n sobre los recursos de un pa\u00eds hecha jam\u00e1s a un extranjero\u201d.<\/p>\n

Los mul\u00e1s gobernantes est\u00e1n vendiendo Ir\u00e1n a China a la manera africana. Y Pek\u00edn parece m\u00e1s que feliz forjando acuerdos con dictadores, ignorando sus violaciones de los derechos humanos y desvalijando sus pa\u00edses para dar satisfacci\u00f3n a sus ambiciones de hegemon\u00eda global.<\/p>\n
