El extinto Sult\u00e1n Qaboos bin Said al-Said de Om\u00e1n fue un l\u00edder \u00e1rabe excepcional que no dej\u00f3 que las tendencias prevalecientes contra Israel lo influyeran, y se neg\u00f3 a involucrarse en el conflicto \u00e1rabe-israel\u00ed. Ser\u00eda prudente que su sucesor siguiera su ejemplo en lugar de acercarse a Ir\u00e1n y abrir su pa\u00eds a las depredaciones que cayeron sobre el L\u00edbano, Siria e Irak como resultado de la interferencia iran\u00ed.<\/strong><\/em><\/p>\n

El Sult\u00e1n Qaboos bin Said al-Said falleci\u00f3 lamentablemente el 10 de enero de 2020. Contaba con 79 a\u00f1os, no ten\u00eda hijos y se lo consideraba el gobernante \u00e1rabe m\u00e1s antiguo de la historia moderna.<\/p>\n

El sult\u00e1n Qaboos lleg\u00f3 al poder en 1970 a la edad de 29 a\u00f1os, hijo \u00fanico de su padre, el sult\u00e1n Said bin Taimur. Depuso a su padre con la ayuda de los brit\u00e1nicos tras asistir a la Real Academia Militar de Sandhurst.<\/p>\n

Era conocido como un gobernante tolerante y amante de la paz, que medi\u00f3 con \u00e9xito en las disputas entre los estados \u00e1rabes vecinos. Se neg\u00f3 a ser arrastrado al conflicto \u00e1rabe-israel\u00ed; tampoco se involucrar\u00eda en las disputas entre Ir\u00e1n y sus vecinos \u00e1rabes. Mientras el resto de la regi\u00f3n se peleaba y tomaba partido; \u00e9l mantuvo la neutralidad.<\/p>\n

No intent\u00f3 proteger a los palestinos ni unirse a la guerra contra Israel. En cambio, entabl\u00f3 relaciones de largo plazo con altos funcionarios e incluso alent\u00f3 la representaci\u00f3n israel\u00ed en su pa\u00eds durante un tiempo.<\/p>\n

Durante su reinado, Qaboos utiliz\u00f3 los recursos petroleros de Om\u00e1n para transformarlo en un estado moderno. No tuvo heredero y nunca nombr\u00f3 un sucesor para no provocar conflictos entre las tribus rivales.<\/p>\n

A\u00fan no hay relaciones diplom\u00e1ticas oficiales entre Om\u00e1n e Israel. Pero las conversaciones contin\u00faan detr\u00e1s de la escena, como es el caso con la mayor\u00eda de los estados del Golfo.<\/p>\n

Una raz\u00f3n principal de la falta de v\u00ednculos oficiales es el problema palestino. La mayor\u00eda de los \u00e1rabes quieren evitar ser percibidos como traidores en este asunto. Pero cuando se firmaron los Acuerdos de Oslo en 1993, los estados del Golfo sintieron que ahora pod\u00edan recalentar los lazos con el Estado jud\u00edo.<\/p>\n

El primer ministro Yitzhak Rabin visit\u00f3 Om\u00e1n en 1994, y dos a\u00f1os despu\u00e9s, el sult\u00e1n de voz suave se reuni\u00f3 con Shimon Peres. Inmediatamente despu\u00e9s de esa reuni\u00f3n, Israel abri\u00f3 una misi\u00f3n oficial en Mascat, la capital de Om\u00e1n.<\/p>\n

La misi\u00f3n funcion\u00f3 solo unos pocos a\u00f1os, cerrando en 2000 con el estallido de la llamada \u00abIntifada de Al Aqsa\u00bb. Los informes e im\u00e1genes del sufrimiento palestino hicieron que los estados del Golfo rompieran las relaciones con Israel para no ser acusados \u200b\u200bde traicionar a sus correligionarios musulmanes<\/p>\n

Sin embargo, la ruptura con Om\u00e1n no dur\u00f3 mucho tiempo. El ministro de Exteriores oman\u00ed, Imad Ben-Aloi, visit\u00f3 Israel en 2008; luego se reuni\u00f3 p\u00fablicamente con su hom\u00f3loga israel\u00ed Tzipi Livni en Qatar. Los dos pa\u00edses continuaron hablando detr\u00e1s de escena hasta que el primer ministro, Benjam\u00edn Netanyahu, sorprendi\u00f3 al mundo con su visita al pa\u00eds del Golfo junto con su esposa Sarah y el jefe del Mossad en octubre de 2018. El Sult\u00e1n afirm\u00f3 que la reuni\u00f3n ten\u00eda la intenci\u00f3n de ayudar a las negociaciones entre Israel y los palestinos.<\/p>\n

En los \u00faltimos meses, el jefe del Mossad anunci\u00f3 que Israel reabrir\u00eda la misi\u00f3n israel\u00ed en Om\u00e1n, pero el futuro de ese plan es incierto a la luz de la muerte de Qaboos. No est\u00e1 claro c\u00f3mo actuar\u00e1 el nuevo Sult\u00e1n de Om\u00e1n, Haitham bin Tariq, hacia Israel. \u00bfIntentar\u00e1 normalizar las relaciones con Israel siguiendo el modelo de su predecesor, o apoyar\u00e1 a los palestinos? \u00bfSe acercar\u00e1 a Ir\u00e1n o se mantendr\u00e1 al margen?<\/p>\n

La historia ense\u00f1a que todo pa\u00eds que apoya la causa palestina y se al\u00eda con Teher\u00e1n es probable que se convierta en un vasallo iran\u00ed inundado por milicias radicales chi\u00eds. Los ejemplos son abundantes. Piense en Irak, Siria y L\u00edbano. Los tres fueron alguna vez naciones ricas, pero ahora son estados fallidos gracias a la interferencia de Ir\u00e1n.<\/p>\n

Para mantener el bienestar de su pa\u00eds y el legado de Qaboos, ser\u00eda sabio que el nuevo Sult\u00e1n siguiera el camino de su predecesor.<\/p>\n
